I’m not sure of situation regarding Hs2 but I do know a local authority cannot purchase a non listed building without agreement with the owner.
A local authority can compulsory purchase a listed building under sections 47 and 48 of the Listed Buildings Act. It seldom happens due to lack of funds.
People keep moaning about the Kingsholme pub but it cannot be cumpulsory purchased as it is not statutory protected by Listing.
That’s the law.
As for Liberty way - time to let it go.
