L1 clubs would vote for it as it would mean a bigger step up for clubs from below, and more likelihood they (promoted clubs) might drop back down again. Thus reducing their relegation risks. The bigger the step up the more attractive it becomes to those already on the higher step.

National League clubs would vote for it as it puts them in the promised land of the EFL.

Lower/small L2 clubs might see the reduction to one relegation spot per league as attractive. Less chance of relegation.

Upper/big L2 clubs might see the increase in 'Conference' clubs as a weakening of the league, this improving their chances of promotion.

I don't like it. I don't like change for change sake, but playing devil's advocate, there are potential upsides.
