I am going to be radical . Given the current grass roots finance. Why not affiliate each league 2 and league 1 club to a premier league club , maybe like a draft based on the league position, The previous year or for the players sake on Geography. In order that the premier leagues bright young talents get to play men’s football . Each premier club loan the league 1 and league 2 affiliated club 6 players Free each for a season. You could even do a propper draft system or pull names out of a hat if you want. This way lower league clubs can reduce the wage bill as a third of the squad is free and we don’t have to play B teams making it a competitive league affordable for league 1 and 2 if crowds are still not in or reduced
