I think the big issue is that a lot of Chairmen have come up with creative ways to use players as commodities to generate revenue (such as loaning players out to other clubs for a fee). Now you have teams purchasing a player with zero intention of playing them, and purely to make money from them.

If you then turn around and tell those Chairmen that they can't do that anymore, you're moving the goalposts, which will piss a lot of people off. Ultimately the PL wants those big-money chairmen in the league, because they bring in the world's best players, so they're not going to do anything that might make them take their money elsewhere.

It's a sad reality, but while Sky making more football available to watch on TV was initially a great novelty, it has ultimately ruined the game. There weren't solid enough foundations in place to prevent people from abusing the system, and now we have multi-millionaires running football teams like they're commodity traders.
