When it comes to a vote the clubs that think they have a chance of promotion/play offs will vote to try to complete the season.
The others will want to stop before they haemorrhage any more cash. There are more of us than there are of them.

No they wouldn't.

The duty of care under the Health and Safety at Work Act is held by the employer primarily.

(Referees may be able to claim against the FA or whoever contracts them though)

This was what PW what saying in his interview with Moose, until someone can remove that liability, or reduce a clearly identified and obvious risk to an acceptable level, you can't as the employer put your staff at risk, - or break the law by asking people to work in an environment where social distancing is impossible.

Clubs or bodies like the PFA could seek a judicial review or other legal challenge to a decision to restart on safety grounds though. That'd eat up a few weeks.
