Incorrect.

If we lose by two or more goals, or lose 1-0 or 2-1, we are out.

If we win by two or more we win the group and have a home tie in the next round.

You're right, for some reason I forgot Spurs U21 existed. So we go through with a point regardless of the penalty shootout that presumably follows despite having no practical use.

Maybe we can secretly agree to draw with Cambridge, so we both progress.

Then we can go to Arsenal, Aston Villa, Chelsea or West Ham in the next round and watch a game in their stadium with only about 2000 fans.

Where do their U21s play? Presume Arsenal U21s don't play at Emirates, Villa U21s don't play at Villa Park, etc.

In the group stage all the Prem U21 sides play every game away

Looking at the past couple of seasons on Wiki, any U21 side winning their group have switched their ties to be away in the 2nd round at the EFL club anyway. Only one that didn't were Everton in 19-20 who played the 2nd round at Goodison
