You're probably correct on the chances of a reprieve.
I admit I am not sure what the regulations are on reprieves.
I'm sure the various committees do not make them up as they go along.
Generally they are decided across all divisions at any level where a reprieve is to be granted. However, there seem to have been cases where reprieves have been granted to clubs in the same league/division as the deceased club, without regard to other leagues at that level on the pyramid. There are some rumblings of discontent coming out of Imber Court at the moment; even some suggestions that Met Police FC may fold (I don't see that).

Obviously Harrow Borough would normally be a better place to showcase managerial talent than Egham Town, but not under circumstances where Egham - or Ascot United or Hanworth Villa (or Concord Rangers or Hashtag United or Walton & Hersham) - have a budget that might well get them up.
Keeping Borough at Step 3 might be a harder task than winning lower level titles with cochelled-up outfits like Croydon Athletic, Peacehaven & Telscombe or Thamesmead, but managers at such clubs get more credit and more publicity.
