but (in the 21st century) increase in population does not mean increase in support of the local football club.

Anyone moving to Nuneaton, who follows football will have their own allegiances and this usually involves the screen at the corner of the room.
I often walk past my local community club when the kids are training. Many shirts of teams many 100 of miles from Nuneaton (a few Leicester and a few Villa).
My sons, despite never having lived in Nuneaton still follow and occasionally watch them. The never went to their towns non-league club when growing up or now.

To attract any serious new support would require mass spending, and I really dont see any attraction of spending on NBFC.
