With respect, I am just pointing out that there is very little cost to start with for the prospective new Club owners at the start of their journey (at Avenue Road), if the new Club is placed by the FA at Levels 9 or 10/ Steps 5 or 6.

That also applies to the Co-op/CIC position & would also help them, should they have any intentions of pursuing any opportunity of developing a new Stadium, at Avenue Road.

That would be a key driver in the early years.
