When you look at the FA's rules, there are constant departures with references to the NLS (National League System).

The NLS is the Non-League Pyramid in its entirety...eg the 5th Division in the Coventry Alliance sits at Level 17/Step 13.

The FA set the financial rules & as Andy has said, he believes any league below Level 10/Step 6 is administered by the County Leagues (there are dozens of them).

They are the same financial rules but the interpretation has been delegated to the County Leagues, because of the scale of the task involved.
