That makes perfect sense.

The only rider I would put on that is health & safety & security of supporters.

It would not make sense to me to place the new Boro in a Division where the clubs would feel intimidated by the size of the away support, which they need to manage effectively.

Edit:

More specifically, I wouldn't think being placed at Level 11/Step 7 would be appropriate...the Midland Football League Division Two.

The FA have only recently introduced their ground-grading requirements for Level 11/Step 7 & to say they are minimal is being kind!

Also that would mean a drop of 4 Levels for the new Boro, which I would consider inappropriate, maybe even wreckless?
