If you have rival phoenix club formed at the same time and are put in a higher level, one playing within the town the other playing in Hinckley, then that'll derail your project entirely.

At least with a bidding presentation you can showcase your plan to the doubters and maybe win them over. Maybe an agreement can be met where the winning bid will only be allowed to submit their application, a rival phoenix club would have to wait a year to submit their application where by that time they may go off the project especially if the other team are doing well.
