They will need to produce a Phased high-level Concept Stadium Design & Budget Cost Plan, together with a high-level Construction Programme, which can be priced to super-impose an S-Curve on the Construction Progamme.
They will then have the information they need to take with them when they are talking to the various Government bodies & Funding Institutions.
