Be rare for a team to not play at least 13 players in the previous game. Doubt out of that 5 would get injured or suspended. And the idea of injured players not playing in their last Premiership next league game after the cup game would stop teams claiming players are injured. Alternatively if no replays then straight to penalties to counter the fitness of the Premier players.
