The Memorial Garden at LW can be formally deconsecrated & a new site for the Memorial Garden can be agreed.
Any remains can be carefully & considerately re-located.

If there are ashes that have been scattered in the Stadium, then I assume the Stadium will also need to be deconsecrated?
Note:
From a pitch maintenance point of view, Clubs try to avoid the scattering of ashes on the pitch, because it can damage the pitch.
