The FA don't make every division the same size at these levels but they do like divisions to be even if possible . So to answer your question Atherstone who they switched over from the MLP so giving both leagues an equal amount of clubs 18 & 20 . As for Cogenhoe they placed them bottom and counted them as one of the relegated teams .
