The shock pads are installed to help lessen the risk of serious injury & even out the consistency in the playing surface.

The rubber crumb is laid to give a consistency in playing performance.

Artificial pitches have to pass stringent safety & performance standards, which involve performance in use, ball roll & bounce, player acceleration & deceleration.

FIFA quality 3G pitches meet these stringent requirements & are approved for use due to their accreditation , 4G pitches currently do not meet these requirements.

4G pitch technology is new & seeks to better replicate playing on grass by relying on the blades of grass to provide the consistency without the need for rubber crumb.

Everything you need to know is detailed & explained on the FA's 3G Pitch Register. It is a very involved subject.

If a Club plays in an FA affiliated competition on an artificial pitch that is not approved on the Register, the Club can be sanctioned by the FA.

It looks like Bedworth United are in the process of updating their FA approval for their new pitch at The Oval.

A pitch can either be FA approved or FIFA approved on the Register, that depends on the pitch testing regime applied.

Edit:

Another good reference document is the FA's Guide to Artificial Pitches.
