A realistic target budget cost should be set at £5,000,000 excluding exceptional costs brought about by potential underlying abnormal ground conditions.
The exceptional costs of any site remediation & piling required due to mineworkings & Vale View being a former (possibly uncontrolled) landfill site should, IMO, be subject to further discussion with NBBC.
I believe it would be totally unfair on NTFC CIC Ltd to expect them to stand the cost of these additional works, given NBBC own the land, unless a deal can be made to give the site to the football club, free of charge, as part of the negotiations.
Just my thoughts!

More information on the underlying ground conditions will be forthcoming once BEK have completed their initial site investigation.
