Safety net of the lease? I'm not sure what that means. If they own the ground, what further safety net do they need?

To make an analogy with personal circumstances, imagine that you live in a house and you want to build a granny annexe costing say £30k. Would you rather own the house before spending, or spend the cash on a house that you rent?
