It looks to me as though you are looking at 20-30m long end-bearing piles founded in the original ground at the bottom of the fill, for any of the heavy load bearing structures.

Then there is the problem of stabilising the fill to resolve.

Assuming the Engineers can address these abnormal ground problems, there will always remain the potential for settlement & equally the additional risk of differential settlement?

Yes, there are some challenges!

I can understand NBBC not wanting NTFC to continue spending any more money on Vale View, until the Council's Scrutiny Panel have reviewed the question of suitable site availability.
