Historically yes.
From 1st April 1974 no.
The six Metropolitan areas formed in 1974 are officially classed as counties.
For example, Liverpool is now in Merseyside, whereas pre-'74 it was in Lancashire.
Leicester & Nottingham are still in their original historic counties as their boundaries were unchanged.
Warwickshire got split up when Birmingham & Coventry went into the West Midlands.
When I lived in Coventry all my addressed mail stated 'West Midlands' never Warwickshire.
