The historical counties remain and the legislation specified there should.

The metropolitan areas are administrative areas only. They are not historic or geographical counties.

Leicester is not in Leicestershire county council area. There is no Yorkshire council area. And Nottingham isn’t in Nottinghamshire county council area.

It’s the same situation as Warwickshire
