The West Midlands is a geographical county formed in 1974.
The article actually states: 1972 itself described the new top-tier areas as local government areas which were “to be known as counties".
Hence why maps were changed to show the new counties and boundary changes and even Ordnance Survey maps were re-drawn.
Yes, the West Midlands County Council was abolished in 1986, but was later replaced with the West Midlands Combined Authority.
Also Leicester and Nottingham are not metropolitan areas as you incorrectly pointed out and never have been.
The real counties article is fascinating , but it focuses on historic counties pre'74, not the present day. Good for historians though.
