Firstly, it is practicable.
I believe they are owned by AT.
My guess is that they are Contractor designed & carry a Design Warranty (probably 60 years for all steelwork).
Stadia at GL Events would advise on cost.
My advice would be to scrap the cladding & the RW's.
The owners of the new football club would pay but could investigate if they could apply for funding.
