A creditor could apply to the Courts for a 'Winding-up Petition', it doesn't need Boro Leisure to initiate that action.

HMRC are usually the most likely contender.

Another likely contender could be the Bank, who hold a charge over the Company.

Unless, they are trying to work out a Creditor's Voluntary Liquidation, which comes back to my original point, as to whether discussions/negotiations are underway, which would be a private matter.
