Could simply be a buy to sell. Create a club basically out of peanuts. Have a four to five year project to get the club in a stable attractive position with potential. Start Boro off in the midland division one hopefully by the fifth year the club would at least be back in the southern league or even national league north. Playing in their own stadium within the town which of course will be community owned. Eventually this will drum interest and be able to sell the club for handsome profit. Its basically like a builder buying some land in the country side and building a number of houses on it sell them off for a huge profit.

Of course the project can only be a success if the club have a new stadium in the works and will be built within the next five years. No one will want buy a club at any level if there groundsharing and out of town.
