Britain owes 2.9 trillion quid - interest payments are 110 billion quid a year - the other month Britain borrowed 23 billion - 16 billion of that was in debt interest payments. The council will never in a million years give 1.5 million to a private sports club supported by 500 people whos predecessors have a long history of failure . And they won’t spend s106 money on that either. As for H Fields - it’s been leased to Griff and planning permission could not be guaranteed - it’s close to residential and with poor access into a busy main road which is often gridlocked- always a chance but as you know planning procurement a often long drawn out and immensely expensive. Only the other day I was reading a north east news paper headline where Darlington have described the process of moving to a new ground immensely difficult and I would think they have far more clout than Boro/town.
If it ever happens it will take years.

Current build costs? - new clubhouse and changing rooms etc- approx £2000- £3000 per meter square.
