No the 1972 Act which specifically created the metropolitan areas like the West Midlands specifically stated it did not change the historic county boundaries or loyalties.

Where you will find Sutton Coldfield has always been in and remains in Warwickshire.

The West Midlands is an administrative area not a county.

On the basis you’re suggesting then Leicester wouldn’t be in Leicestershire; Nottingham wouldn’t be in Nottinghamshire and Leeds wouldn’t be in Yorkshire.
