If the NTFC Board do not wish to use the Consultants who provided input into the Feasibility Study produced by FWP Architects, they might want to consider employing the following Consultants:-
Planning Consultant - Barton Wilmore (now Stantec)
BW are experienced in working with NBBC & are able to cover Transport Assessments
Project Managers & Quantity Surveyors - FSL Projects, Leamington Spa (contact Phil Sheepy) (Phil used to work for Northcrofts)
FSL Projects also cover M & E
M & E - Arup
Arup were the M & E Engineers who designed the M & E Installations on the new Caterpillar Main Stand at Welford Road for Leicester Tigers
Structural Engineering - AECOM, London
AECOM were the Structural Engineers who designed the new Caterpillar Main Stand at Welford Road for Leicester Tigers
Structural Engineering Design & Build alternative approach - Caunton Engineering, Nottingham
Caunton Engineering constructed the structural steelwork for Leicester Tigers on both the Alliance & Leicester stand & the Caterpillar Stand at Welford Road & are an excellent steelwork contractor
Please note:
FWP Architects were the Architects who designed the new Caterpillar Main Stand at Welford Road for Leicester Tigers

There must be local planning consultants to consider. Barton Willmore are a national consultancy and their fees would reflect that. (I speak as a former planning consultant in the area where Barton Willmore is based).

Barton Wilmore (now Stantec) have a Birmingham office & have experience in dealing/negotiating with NBBC's Planners.
If you read the FWP Architects Feasibility Report for Vale View, you will see that FWP have consulted with a Planning Consultant, a Geo-Environmental Consultant & a Transport Consultant, who have all contributed to the content of the Report & clearly all have an early working knowledge of the proposed site.
