AC only works when I'm moving, useless in traffic

My Wrangler's AC has been doing this thing for about two weeks where it blows properly cold on the highway but the moment I stop at a signal it goes warm and slightly humid, then picks up again once I move. It's not dead, it's just useless exactly when I need it most, which in Abu Dhabi traffic is basically all the time. Has anyone here had this exact pattern? Was it the condenser fan, a blockage, or something else entirely? And did it get worse if you left it, because right now it's annoying but I'm tempted to just live with it until the weather breaks.
