Today most people associate government with a passive and weak bureaucratic system that has a strict hierarchy of power and command which is impossible to change and is abstracted with the variety of rules. This image of government is a product of the industrial era and it existed for decades. But this system is not effective any more. This fact became obvious decades ago, and the beginning of the 1990s with its structural changes in the world politics and economy brought up the necessity of changing the old government model. In this scope, the work of David Osborne and Ted Gaebler Reinventing Government is of special interest today. Two of the models proposed by the researchers are studied and analyzed in this paper.

The competitive model suggests a government order with the infusion of the competitive spirit in the service delivery sector. In contrast to the old system which prefers the monopolies that have the unlimited control in the particular sphere, the competitive government use the unlimited force of competition that prompts all the structures to improve their work and gain more benefits. This shows the idea of the researchers to bring some features of the business management to the government life in order to improve the functioning of the system. At the same time, the mission-driven model also has some points taken from the business sphere, but it gives the key role to the power of mission. While the old system adhered to budgets and rules, the new one concentrates on the correct formulating of the main goal and making every effort to achieve it. When the mission is clear, it is easier to reach it.

Both of the government models have adherence to the business sphere, as the main idea of the book is that the government need to utilize the best qualities of successful business management to become more effective and contemporary. However, the difference is in the principles that play the key role. While the first model underlines the importance of free and fair competition, the second one gives the leading role to the settlement of correct clear mission and utilizing all resources of the government to complete it.

Even though two decades passed since these ideas were put forward by Osborne and Gaebler, they are still relevant in the modern world. Evidently, the contemporary situation with the government system problem became even worse and more complex. The existing models showed their defenselessness before economic crisis, terrorism, regional warfare. At the same time, a lot of international organizations and companies that do follow these principles have improved their positions on the international market, and a number of new strong businesses occupied the world markets. Therefore, the effectiveness of these principles is obvious and so is their necessity for the modern government systems.

As a police officer, I find these two models really topical and necessary to be implemented into the law enforcement authorities system and to improve the existing model of the police departments of the United States. The competitive model can help to motivate our representatives to improve their knowledge of certain important questions and be more flexible in reacting to the changes in the variety of laws and bills. The competition spirit enforces us to be better, more effective, and strong. But I find the mission driven model even more suitable, as the concentration on laws and budget is a real problem for the law enforcement. By implementing mission-driven model we will reduce the corruption and destroy the hidden machinations that harm our system.

The government models presented by David Osborne and Ted Gaebler aim to improve the existing government system that is weak and ineffective and leads to harm for every single person. The new government models adhere to the idea of including the best features of the business models in the government models. This will help to make the government system more strong and flexible, to reduce the high level of bureaucracy, and finally lead to the improvement of the political, economic, and social situation.
